 EXECUTIVE ORDER NO. 10-2010

 AN ORDER CREATING A TECHNICAL WORKING GROUP (TWG) TO ESTABLISH A TEN (10) YEAR PROGRAM TO DEFINE THE GOALS, OBJECTIVES AND STRATEGIES FOR SUSTAINABLE USE OF COASTAL RESOURCE IN THE COASTAL ZONES OF THE CITY OF MALOLOS WATERS

            WHEREAS, the National Coastal Resource Management (NCRM) was develop to local governments, coastal municipalities, cities and provinces to assume the responsibility for the immediate and decisive action to stop the degradation of life giving resources and invest in their rehabilitation for food security, economic development and over all well-being of people living in the coastal Barangay of the City of Malolos

            WHEREAS, Section 4 of Executive Order No. 533 dated June 6, 2006 issued by President Gloria Macapagal-Arroyo mandates the implementation of the Integrated Coastal Management (ICM) through inter-agency, multi-sectoral mechanism to coordinate the efforts of different agencies, sectors and administrative levels:

            Now, therefore, I CHRISTIAN D. NATIVIDAD, by the virtue of the power vested in me as the local Chief Executive of the City Government of Malolos, do hereby order the creation of Technical Working Group (TWG) to establish a ten (10) year program to define the goals, objectives and strategies for sustainable use of coastal resources in the coastal zones of the City of Malolos waters as fallows;

 Section 2. Function of TWG – to determine benefits that can be derived from planning and managing of coastal resources and oversee provision of the following:

  1. Food Security – marine fisheries that shall provide better dietary protein in rural coastal areas that will come from the marine products:
  2. Economic Development – abundant and well-managed coastal resources to serve as foundation for sustainable development in coastal zones.
  3. Shoreline Protection – mangrove forest to protect coastal areas from erosion during stormy weather as it also contributes direct and indirect benefits, and
  4. Biodiversity Conservation – Malolos is distinguished as one of the best areas with tropical marine biodiversity that needs conservation and protection.

 Section 3. Effectivity – this Executive Order shall take immediately upon signing.

 FURTHER, the BAC members are hereby empowered and authorized to appoint members of TWG who will serve as the support unit of the BAC that will perform the function mandated by R.A. 9184. The staff of the City Information Office will serve as BAC Secretariat.
