 EXECUTIVE ORDER NO. 03-2011

 

 AN ORDER AMENDING EXECUTIVE ORDER NO. 2 S. 2010 AND CREATING THE CITY DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL


            WHEREAS, Republic Act No. 10121 dated May 27, 2010 or the Philippine Disaster Risk Reduction and Management Act of 2010 and its implementing Rules and Regulations dated September 27, 2010 enjoins local government units to establish local risk reduction and management council and institutionalize resilience of local communities to disasters including climate change.

            WHEREAS, by virtue thereof, Executive Order No. 2, s. 2010 was enacted by the City Government of Malolos, which is hereby amended

            Now, therefore, I CHRISTIAN D. NATIVIDAD, City Mayor of Malolos, Bulacan by virtue of the power vested in me, do hereby order the creation of the City Disaster Risk Reduction and Management Council as fallows

Section I TITLE 

            The local risk reduction and management council of the City of Malolos shall be known as the City Disaster Risk Reduction and Management Council.

Section II COMPOSITION

            The City Disaster Risk Reduction and Management Council shall be composed of the fallowing.

Chairperson  CITY MAYOR
Vice-Chairperson CHIEF OF POLICE
Deputy Action Center CITY ADMINISTRATOR
Deputized Executive Officer CITY HEALTH OFFICER

Section III. DIVISION COORDINATORS – shall be composed of the fallowing.

  1. Preparedness Division
  2. Response Division
  3. Recovery Division
  4. Administrative and Finance Division

Section IV. Preparedness Division – to be headed by the City health Officer.

  1. Composition
    1. City Health Officer
    2. City Administrator
    3. City Engineer
    4. City Information Officer
    5. City Chief of the Philippine National Police
    6. City Fire Marshall of the Bureau of Fire Protection
    7. City Agriculture
    8. City Planning and Development Coordinator
    9. City Veterinarian
    10. City Environment and Natural Resources Officer
    11. City General Services Officer
  2. Roles and Function
    1. Develop policies, guidelines, plans and programs to prevent and mitigate emergencies.
    2. Formulate guidelines to define the rules of engagement, procedures, coordination and sharing of resources and responsibility
    3. Organize and coordinate all sectors for preparedness on emergencies.
    4. Provide the technical assistance and capability development.
    5. Integrate emergency preparedness plan on all sectors.
    6. Establish a functional operation center.
  3. Strategies
    1. Identify hazard in the city
    2. Identify vulnerabilities of the city
    3. Review the capacity of the city for disaster response.
    4. Risk assessment
    5. Formulate a Risk Reduction Plan for the city
      A Risk Reduction Plan shall be composed of the fallowing
      • Hazard Prevention Plan
      • Vulnerability Reduction Plan
      • Emergency Preparedness Plan
      • Emergency Response Plan
    6. Establish a Risk Management Plan

Section V. RESPONSE DIVISION – to be headed by the City Chief of the Philippine National Police

  1. Composition
    1. City Chief of the Philippine National Police
    2. City Administrator
    3. City Engineer
    4. City Fire Marshall of the Bureau of Fire and Protection
    5. City Health Officer
    6. City Veterinarian
    7. City General Service Officer
    8. City Information Officer
  2. Roles and Function
    1. Maintain a functional Operation Center to monitor all emergencies
    2. To activate all systems for emergency response
    3. Deploy emergency response teams
    4. Coordinate emergency response to all sector
  3. Activities
    1. Search and Rescue
    2. Evacuation and temporary shelter
    3. Mass casualty management
    4. Provide security
    5. Use existing capacities to deliver relief or response
    6. Mobilization of resources

Section VI. RECOVERY DIVISION – to be headed by the City Social Welfare Development Officer

  • Composition
    1. City Social Welfare Development Officer
    2. City Administrator
    3. City General Service Officer
    4. City Information Officer
    5. Nutrition Officer
    6. City Engineer
    7. City Health Officer
  • Roles and Function
    1. Manage all concerns in the evacuation center, by providing basic needs
    2. Coordinate with other agencies involved in the recovery and rehabilitation phase
    3. Maintain the regular services during and after an emergency or a disaster event
    4. Prevent control the spread and treat communicable diseases during and after an emergency or disaster event

Section VII. ADMINISTRATIVE & FINANCE DIVISION - to be headed by the City Administrator

  1. Composition
    1. City Administrator
    2. City Budget Officer
    3. City Treasurer
    4. Human Resource Management Officer
    5. City Information Officer

Section VIII. EFFECTIVITY – This Executive Order shall take effect immediately upon signing           

            IN WITNESS WHEREOF, I HAVE HEREUNTO SET MY HAND AND SEAL THIS 8TH DAY OF March 2011, in the City of Malolos, Bulacan
