            WHEREAS, the Management Study Group created by the Chief Executive pursuant to Executive Order No. 1 has recommended the reorganization of the present structure and staffing pattern of the City Government of Malolos.

            WHEREAS, finding merit in the recommendation made by the Management Study Group, the Chief Executive requested the Sangguniang Panglungsod to pass a resolution authorizing him to reorganized the present structure and staffing pattern of the City government which is did thru the passage of Sangguniang Panglungsod Resolution No. 62-2011 dated April 5, 2011.

            Now, therefore, I CHRISTIAN D. NATIVIDAD, City Mayor of Malolos, Bulacan consistent with the guidelines on Local Government Unit Reorganization and by the virtue of the power vested in me by Republic Act 7160 do hereby order the creation of Local Reorganization Committee (LRC) which shall be composed of the fallowing members

            Section I. Composition of the Local Reorganization Committee

            The composition of the officer of the Muslim Consultative Council in the City of Malolos shall be determined by election through a general assembly or be attended by the members/representative from duly recognized and Sangguniang Panglungsod accredited Muslim organization in the City of Malolos.

Section 2. FUNCTION,

            The committee shall perform the fallowing

  1. Prepares an action plan for implementation to include details and timetable of activities
  2. To gather analyze and interpret data (structure, function and personnel/staffing
  3. Conduct the inventory of existing position and personnel
  4. Choose the appropriate structure with the assistance of national agencies such as DBM and CSC if needed and upon request, and
  5. Meets the department/division/section/unit heads to discuss the output of reorganization

            The technical staff shall perform the fallowing

  1. Perform data gathering, consolidation and presentation of necessary data/inputs needed by the Local Reorganization Committee (LRC) in the performance of their duties and function
  2. Prepares official documents for proper endorsement, adherence and compliance to local government unit reorganization guidelines and
  3. Performs other function related to reorganization as may be assigned

            The Secretariat shall perform the fallowing

  1. Performs administrative requirements in performance of the duties function and responsibilities of the Local Reorganization Committee and
  2. Performs other function related to reorganization as may be assigned

Expenses needed to complete the Reorganization Plan shall be sourced from any available fund subject to proper accounting and auditing procedures

            This Executive Order shall take effect immediately after signing.
