 EXECUTIVE ORDER NO. 06-2012

 AN ORDER REORGANIZING THE COMPOSITION OF THE LOCAL GOVERNMENT PERFORMANCES MANAGEMENT SYSTEM COMMITTE

WHEREAS, Section 1, Article XI of the Fundametal Law of the Land provides that the public offices is a public trust thus mandating all public officers and employees to be accountable at all times;

WHEREAS, the Local Government Code declared that one of the policies of the State is to provide a more responsive and accountable local government structure;

WHEREAS, Section 97 of the Local Government Code mandates that every local chief executive shall submit an annual report on the socio-economic, political and peace and order condition, and other matters concerning the local government unit to the Sanggunin concerned;

WHEREAS, in its endeavor to ensure that every local government unit values the Fundamentals of Good Governance, Memorandum Circular 2009 - 139 was issued by the Department of Interior and Local Government enjoining all local chief executives to organize, or to reactive their respective LGU-LGPMS Team;

NOW, THEEFORE, I, CHRISTIAN D. NATIVIDAD Local Chief Executive of the City of Malolos in the Province of Bulacan, by the virtue of the powers vested in me by law, do hereby order the reorganization of the Local Governance Performance Management System Committee with the following provisions;


SECTION I. Composition of the Local Governance Management Committee

SECTION II. Function and Committee

  1. Spearheads, upon approval of the Local Chief Executive, plans, programs, and activities, that are envisioned to direct the City Government in observing the Fundamentals of Good Governance: transparency, participation, and financial accountability; at the same time seeking excellence in Administrative Governance, Social Governance, Economic Governance and Environmental Governance.
  2. The Committee shall assess and evaluate the reports that are to be submitted by the Technical Working Group to be created by the Committee on its meeting after this Executive Order takes effect.
  3. The Committee shall ensure the prompt submission of the reports required by the LGPMS version 2 such as but not limited to: the State of Local Governance Report, the Financial Performance Report, and the State of Local Development Report.
  4. Such other tasks that may be required in order to comply with pronouncements, memorandum circulars, and the like, of the Department of the Interior and Local Government in implementing the Local Governance Performance Management System.

SECTION III. Functions of the Technical Working Group

    1. Prepare the reports that are required to be submitted under the Local Governance Performance Management System thereafter submitting it to the Committee for validation and certification before submission to the Department of the Interior and Local Governent.
    2. Conducts conferences during which the LGPMS results are to be presented.
    3. Such other tasks that may be assigned to it by the Committee.

SECTION IV. The Secretariat

            The City Planning and Development Office shall function as the Secretariat of the Local Governance Performance Management Committee therefore it shall maintain the records, minutes of Greetings, and such other documentations involving the Committee.


SECTION V. Effectivity

               This Executive Order shall take effect immediately upon signing.
